He is the first Afro-American to be elected seven consecutive terms in the history of City of Suffolk. He is married to Sarah W. Milteer, and the father of four children. Vice Mayor Milteer is a member of St. Mark Episcopal Church and a Vestry Member. He formally retired from Naval Air Rework Facility as a supervisor. He is known to others as a man of dignity, integrity and tolerance.
